[1:12] MTS - AV: Thank you very much, Gulten. Good morning, good afternoon, and good evening to those joining us online. Ladies and gentlemen, distinguished GAC representatives, welcome to ICANN 87 Opening Plenary here in the beautiful, beautiful island of Bali, Indonesia.

[1:33] MTS - AV: It's a profound honor and a deeply emotional privilege to stand before you today in a place so deeply rooted in spirituality, harmony, and resilience. As we gather in Bali, we are embraced by the Indonesian national motto of

[1:51] MTS - AV: Bineka Tungal Ika. Is that correct? Correct.

[1:56] MTS - AV: Unity in diversity, a concept that perfectly mirrors our own multi-stakeholder model. We can draw immense inspiration from Indonesia's rich history, from the maritime prowess of the Majapahit Empire.

[2:12] MTS - AV: that connected distant shores for global trade to the ancient collaborative Subak.

[2:20] MTS - AV: Subak systems of Bali where basically communities have worked together for over a thousand years to share water and resources equitably.

[2:30] MTS - AV: These historical examples of navigation, shared ecosystem management, and collective governance reflect the very essence of our mission, which is bridging diverse cultures and interests to manage and protect a secure, unified, and globally connected Internet.

[2:50] MTS - AV: This week, our agenda is robust and reflects the critical evolving priorities of our global community. Over the coming days, the GAC will engage in vital capacity development and discussions regarding the new GTLD's next round, which is basically the big thing nowadays.

[3:08] MTS - AV: We will also tackle complex discussions on WHOIS and registration data issues, carefully balancing technical transparency with privacy.

[3:18] MTS - AV: Our schedule includes essential sessions on DNS abuse mitigation to safeguard the Internet's core infrastructure alongside OCTO, as well as advancing a truly inclusive network through the GAC UAIDN Working Group.

[3:36] MTS - AV: Furthermore, we will dedicate significant effort to drafting the GAC communique, as everybody knows, and holding foundational exchanges with the GNSO Council, the CSG, Commercial Stakeholder Group, the CPH, Contracted Parties House, and I'm trying to remember the acronyms, the CCNSO and the ICANN Board.

[3:59] MTS - AV: So as we embark on this vital work, I must, you know, I must pause to share a very personal reflection at this point. This meeting in Bali marks my final meeting as your GAC chair, concluding a deeply rewarding four-year journey.

[4:19] MTS - AV: The Stoic philosopher Marcus Aurelius once observed.

[4:24] MTS - AV: And I quote, "Time is a sort of river of passing events, and strong is its current."

[4:33] MTS - AV: We are all carried forward by this river, and while roles and titles inevitably change, the struggles of policy development and the profound collegiality we have built have been one of the absolute greatest privileges of my professional life.

[4:50] MTS - AV: We have debated, we have compromised, and most importantly, we have… we have grown together.

[4:58] MTS - AV: For this, I want to express my deepest, most sincere gratitude.

[5:03] MTS - AV: Thank you to the incredible GAC representatives, to you.

[5:07] MTS - AV: For your tireless dedication, your wisdom, and your trust. Thank you to the phenomenal GAC staff, the Fabulous Five, without whom none of our work, coordination, or sanity would be possible.

[5:23] MTS - AV: I also want to extend my heartfelt appreciation to the interpreters.

[5:27] MTS - AV: and technicians who seamlessly bridge our voices and languages, and to the ICANN board and community leaders for their constant and collaborative spirit.

[5:39] MTS - AV: As another great stoic, Epictetus, reminds us, and I quote, it is not what happens to you, but how you react to it that matters.

[5:52] MTS - AV: So my reaction to stepping down is one of immense joy and optimism for the future, because I have this… I leave this seat in exceptional hands.

[6:05] MTS - AV: Please join me in giving a remarkably warm welcome to our incoming GAC chair, Mr. Ian Sheldon from Australia. I know that under his leadership, the GAC will continue to thrive, innovate, and fiercely advocate for the global public interest.

[6:21] MTS - AV: Please rest assured, while my term as chair is concluding, I am not saying a final goodbye at this point. I plan to stay somehow connected to the ICANN environment, and I will try not to leave this wonderful community entirely, hoping to contribute in new ways down the road.

[6:39] MTS - AV: Let's embrace the spirit of Bali and make ICANN 87 a truly memorable and productive meeting. Thank you all from the bottom of my heart.

[6:51] MTS - AV: Welcome to Indonesia.

[6:59] MTS - AV: Thank you. At this point, I will give the floor to Mr. Neil El-Himam, Deputy of Creativity and Technology from the Ministry of Creative Economy.

[7:11] MTS - AV: and the Creative Economy Agency of the Republic of Indonesia. Neil?

[7:17] MTS - AV: Thank you, Nicholas.

[7:21] MTS - AV: Distinguished guests, Nicolas Cabellero, GAC Chair.

[7:25] MTS - AV: Mr. Lars Hoffmann, Vice President of Policy Development and Governmental Advisory Committee Relations at ICANN.

[7:33] MTS - AV: Mr. Tego Arifiadi, Director of Electronic Certification and Transaction Supervision from the Ministry of…

[7:40] MTS - AV: Communication and Digital Affairs, Mr. Dan Yuda, Director of Creative Technology from the Ministry of Creative Economy, distinguished GAC members and observers, ladies and gentlemen.

[7:52] MTS - AV: Good morning and welcome to Bali, Indonesia.

[8:01] MTS - AV: This is… this is…

[8:03] MTS - AV: For both that are already coming here, or first time coming here to Bali, so very good morning to you all. First, I would like to express my sincere appreciation to Mr. Nicholas Cabello for his leadership of the Governmental Advisory Committee, and for his continued support and contribution to the GAC community.

[8:22] MTS - AV: As the committee prepares for its next chapter, we are grateful for his dedication in strengthening dialogue and cooperation among government and stakeholders.

[8:33] MTS - AV: It is also an honor to join you on behalf of the Minister of Creative Economy of the Republic of Indonesia, Mr. Tekurivi Harja at the opening of the GAC session during ICANN 87.

[8:45] MTS - AV: Under Indonesia's Law No. 24 of 2019 on the creative economy, we define our creative economy as manifestation of added value from intellectual property.

[8:58] MTS - AV: Created by human, based on three things, cultural heritage, knowledge, and or technology.

[9:04] MTS - AV: So our creative economy encompasses.

[9:07] MTS - AV: Digital games, application, animation, film design, digital content, fashion and so on. The Internet enables Indonesian creators to reach global markets, develop intellectual property as well as create new economic opportunities.

[9:23] MTS - AV: This is why…

[9:25] MTS - AV: Close cooperation between the Ministry of Communication and Digital Affairs and the Ministry of Creative Economy is essential.

[9:32] MTS - AV: Reliable digital infrastructures enable creativity to flourish, while creative innovation transforms the infrastructures into economic and cultural value.

[9:44] MTS - AV: We believe in an open, stable, secure and interoperable Internet is fundamental to inclusive and competitive digital economy.

[9:52] MTS - AV: Internet governance is not only about technology.

[9:55] MTS - AV: It also shapes innovations, cultural diversity, and opportunity for creators and businesses worldwide.

[10:04] MTS - AV: Indonesia, therefore, supports efforts to strengthen linguistic diversity and digital inclusion.

[10:10] MTS - AV: Through our…

[10:12] MTS - AV: Dot ID registry, Pandi, Indonesia has advanced the digital representation of local scripts, including Balinese scripts, and is preparing initiatives involving other Indonesian scripts as well.

[10:25] MTS - AV: Indonesia is also participating in ICANN's 2026 round of the New Generic Top Level Domain Program. Five applications from Indonesia were presented on Reveal Day, including Dot Bali.

[10:39] MTS - AV: This marks an important step in expanding Indonesia's participation in the global domain name ecosystem.

[10:46] MTS - AV: As emerging technology, including artificial intelligence and Web3, continue to evolve, international cooperation remains essential to maintaining trust, security, and responsible innovation while preserving the Internet's global interoperability.

[11:03] MTS - AV: Interoperability, sorry.

[11:05] MTS - AV: ICANN and the GAC provide an important platform for government and stakeholders to exchange perspectives and contribute to secure, stable, and inclusive development of the global Internet.

[11:17] MTS - AV: Now…

[11:18] MTS - AV: This is the fun part. I would also like to take this opportunity to warmly invite all GAC members and observers to the GAC dinner on the 20th of October 2026.

[11:30] MTS - AV: from 6.30pm onward at Taman Begawan Nusa Dua Bali. Located just a short distance from the Westin Resort Nusa Dua, Taman Begawan offers beautiful beachfront setting.

[11:45] MTS - AV: With scenic ocean views and relaxing.

[11:48] MTS - AV: tropical atmosphere, an ideal place to unwind and enjoy the warmth, hospitality of Indonesia.

[11:55] MTS - AV: Guests will also have the opportunity to savor a selection of delicious Indonesian and international cuisine while continuing our conversation in more informal and welcoming setting. So this is the place.

[12:23] MTS - AV: We sincerely look forward to welcome you all for enjoyable evening of good food, beautiful views, and meaningful conversation.

[12:33] MTS - AV: In closing, I thank ICANN and the GAC leadership and everyone involved in organizing this important meeting in Bali. May ICANN 87 strengthen our collective efforts towards an

[12:45] MTS - AV: Open, secure, inclusive, and interoperable internet that respects cultural diversity, enables innovation, and supports sustainable economic growth.

[12:57] MTS - AV: Thank you. I wish you productive discussion and successful ICANN 87 meeting. And one last… one last,

[13:06] MTS - AV: Remark, I guess.

[13:09] MTS - AV: I know that this is gonna be a whole week of work hard, So, let me urge you.

[13:17] MTS - AV: If you want to, Party hard, then you can go to the Changu area in Bali.

[13:25] MTS - AV: But if you prefer to relax to the max, then you can go to Ubud in north of this place. Thank you so much.

[13:34] MTS - AV: And welcome to Bali once again.

[13:40] MTS - AV: Thank you so much to His Excellency Neil Elhimam. Neil, I heard the drinks are gonna be on you, though.

[13:46] MTS - AV: For the party.

[13:49] MTS - AV: Thank you so very much. So moving on, next slide please, Gulten.

[13:54] MTS - AV: So this is the agenda for today. We're going to be reviewing.

[14:00] MTS - AV: Some agenda highlights then, we'll talk about some meeting logistics by ICANN GAC support. Then we'll have our traditional tour of the table.

[14:13] MTS - AV: First, for the delegates who are right here in person, and then the remote participants. Then we'll talk about some notable GAC transitions and some activity highlights.

[14:26] MTS - AV: And then we'll start reviewing the communicate development process as we usually do. Next slide, please, Gulten.

[14:38] MTS - AV: So, there you have it. This is the block schedule. We… I don't really think we need to go in detail. I'll just check day by day. We have the opening plenary today, then we'll have a coffee break, then we'll be talking… then we'll have two capacity development sessions, as everybody knows.

[14:57] MTS - AV: Then we'll have a discussion on the new GTLD next round, and finally, we'll be talking about, UA and IDN.

[15:07] MTS - AV: And that's basically the plan for today.

[15:13] MTS - AV: Sunday, we'll have a discussion on new gTLDs, the second part of the discussion on the next round of new gTLDs with some fresh information in hand, coffee break, and then right after that, we'll be discussing WHOIS and registration data. Then we'll have the lunch break, and right after the lunch break, the GAC operations session running for 75 minutes.

[15:37] MTS - AV: Coffee break and then the GAC meeting with the GNSO Council, another coffee break, and the GAC meeting with the CSG, that is the Commercial Stakeholder Group. By the way, coffee in Indonesia is very good, I'm telling you.

[15:52] MTS - AV: You know, despite whatever Italians say, you know.

[15:57] MTS - AV: And I'm looking at my Italian friend here. Thank you so much.

[16:02] MTS - AV: Coffee is awesome in Indonesia. And then, as you can see, on Monday, we'll have the welcome ceremony, you know, and the Tarek Kamel Award. And then the community sessions, lunch break, another community session. And you see that at 3 p.m. on Monday, there's an empty

[16:25] MTS - AV: An empty slot, which we will use internally to discuss some… some issues, regarding the…

[16:32] MTS - AV: The community care development,

[16:36] MTS - AV: details. And then another coffee break, lots of coffee, indeed, which I like very much. And then Q&A with ICANN Org executives,

[16:46] MTS - AV: the team, the ICANN Org executive team. That's for Monday, Tuesday, as you can see there, you know, we have,

[16:55] MTS - AV: The GAC discussions on the… On the next round again.

[17:01] MTS - AV: Coffee break and then the discussion on DNS abuse mitigation, a 90-minute session. Right after that, the lunch break, and then we'll start right away with the GAC Communicate Development.

[17:18] MTS - AV: Another coffee break, and then we'll have the meeting with the ICANN board, and the second communique drafting session for Tuesday, October 20th. Wednesday, October 21st, you know.

[17:33] MTS - AV: the GAC meeting with the CPH, that is the Contracted Parties House, a 60-minute session, coffee break, and right after that, the meeting with the CCNSO. You remember, we will have the breakout sessions, you know, with different stations and…

[17:47] MTS - AV: You know, different GAC delegates in charge of different stations and so on and so forth. Lunch break, and then all the rest, as you can see, is communique drafting sessions.

[17:58] MTS - AV: Three sessions for the rest of Wednesday and two sessions on Thursday, potentially one, depending on how efficient we are this week. Then we have the public forum on Thursday at 10:30 AM.

[18:15] MTS - AV: Then the last, potentially the last communique drafting session right after lunch. And then after the coffee break, we'll have the geopolitical forum and the ICANN board meeting.

[18:30] MTS - AV: And there will be another closing cocktail. I say another because there's a whole bunch of different parties. And as the minister said before, you know, what was the name of the place you suggested, Neil?

[18:44] MTS - AV: For parties. Canggu. Canggu. If you go to Canggu, there are a lot of parties over there. So part of Canggu, there are plenty of cocktail meetings and parties during this ICANN week. So that's it for the block schedule.

[19:03] MTS - AV: As everybody knows, we had three sessions to develop this block schedule.

[19:10] MTS - AV: So this shouldn't be a surprise for anybody. Next slide, please, Wilton.

[19:18] MTS - AV: So this is, as everybody knows, ICANN 87 is an AGM, an annual general meeting.

[19:26] MTS - AV: You know, speaking… speaking about the format.

[19:30] MTS - AV: And the priority topics and sessions are…

[19:36] MTS - AV: I don't actually understand what that means, but in any case, you know, our priorities for these sessions are, you know, the GAC readiness for next round of new gTLDs, DNS abuse and gTLD registration data.

[19:49] MTS - AV: Dns abuse, as everybody knows, is something that we've been dealing with for, in my opinion, a long time. The sooner we find a solution for that, the better for everybody, you know, very especially our populations.

[20:07] MTS - AV: But anyways, we'll get to the details there. And then some GTLD registration data.

[20:12] MTS - AV: We'll also talk about the GAC annual plan, you know, the progress we have made so far, and some operations, you know, very especially the operating principles evolution, and for that we have an expert here, who happens to be also the next GAC chair, and he'll be the shepherd for those

[20:30] MTS - AV: for those sessions. And also a discussion about the potential participation, you know, the GAC potential participation, the ICANN NOMCOM, that is the nominating committee, or not, again, as I always say, you know, it's for us to decide, that is, for you to decide.

[20:49] MTS - AV: And then the GAC implementation of CIP, the continuous improvement program. As I said before, the bilateral meeting with the ICANN board. And then finally, you know, communicate review and drafting for Tuesday, Wednesday.

[21:04] MTS - AV: And Thursday.

[21:06] MTS - AV: Let me pause here in order to see if there are any questions or comments at this point.

[21:13] MTS - AV: I see no hands.

[21:15] MTS - AV: Okay, perfect. Next slide, please, Golden.

[21:20] MTS - AV: For the review of meeting logistics, Gulten, I will kindly hand the floor to you. Please go ahead.

[21:28] MTS - AV: Thank you, Nicole.

[21:30] MTS - AV: This is Gulten Tepe Oksuzulu for the record. As usual, I'll provide a brief overview of the meeting logistics and details regarding some technical capabilities.

[21:46] MTS - AV: First note is, please make sure that you have updated your version of Zoom, and all of the features are available to you.

[21:55] MTS - AV: If you are experiencing an issue that might be related to an outdated version of the Zoom application.

[22:02] MTS - AV: Present here in Bali or joining us remotely, all attendees should raise hand via Zoom room.

[22:10] MTS - AV: That would help our chair, Nico, to manage the queue.

[22:14] MTS - AV: Regarding the calendar invitations, if you recall, I shared invites for each GAC session a couple of days ago, so you may want to check those invites as you would find links to GAC website and ICANN meetings page for each respective session.

[22:35] MTS - AV: And under the introduction part on the ICANN 87 agenda page on GAC website, you may find very valuable resources, and I would be happy to share the link in the chat.

[22:51] MTS - AV: And a couple of notes for in-person attendees. Seats at the tables with microphones are only for GAC community members.

[23:03] MTS - AV: Other part of the ICANN community are also welcome to join our sessions, but we would much appreciate if they could take the seats on the back or off the left side of the room.

[23:19] MTS - AV: And leaving the seats on the tables to GAC members.

[23:25] MTS - AV: Seats will be reserved in the front rows for some sessions, including the joint meetings with ICANN board, GNSL, CPH, and CCNSL.

[23:38] MTS - AV: And with that, I will leave the floor back to you, Nico. Thank you.

[23:44] MTS - AV: Thank you very much, Gulten. Any comment or question?

[23:51] MTS - AV: Okay, thank you so much. Next slide, please.

[23:55] MTS - AV: So at this point, we're going to go ahead with our traditional tour de table. We will start with the…

[24:05] MTS - AV: with the people on site, and then we'll continue with the attendees online. I will start on my left with my distinguished colleague from Colombia, and by the way, new vice chair, Mr. Tiago Dalto. A big round of applause to Colombia for the vice chair position.

[24:24] MTS - AV: By the way… So we'll start with you, Tiago. Please go ahead.

[51:41] MTS - AV: We still have 5 minutes, and you know.

[51:47] MTS - AV: Just to share with you some notable GAC transitions, we are basically welcoming 93 new GAC delegates since ICANN 86 in Seville. No joking, 93.

[52:05] MTS - AV: New GAC delegates. Welcome, everyone. So we're going to make sure we will be patient and explain all the acronyms because as I always say, ICANN is an acronym romance. You know, like it's kind of like a special dialect or something. You need to translate every two paragraphs or every two phrases you need to…

[52:28] MTS - AV: You know, translate what the acronyms stand for, and so on.

[52:32] MTS - AV: So, we're basically up to 185 members and 41 observers so far. We welcome Togo. Is it the Republic of Togo? Please correct me if I'm wrong, and please excuse my utter ignorance. Is it the Republic of Togo, or what is the official name?

[52:54] MTS - AV: Republic. Republic of Tonga.

[52:56] MTS - AV: Okay, so welcome, welcome to the GAC.

[53:01] MTS - AV: Big round of applause for Kipago.

[53:06] MTS - AV: We kindly invite you, Togo, to join us here and grab a microphone and sit, you know.

[53:14] MTS - AV: These tables are reserved for GAC representatives, so more than welcome to join us here.

[53:20] MTS - AV: Thank you.

[53:24] MTS - AV: There are some important reminders at this point before we close the session, as we still have five minutes. Make sure, make sure, and you have the link right there, join GAC at ICANN.org, that's for the ticketing system for all delegation updates. Make sure you're there in order to receive the latest news, you know, the latest information.

[53:47] MTS - AV: On an official basis,

[53:55] MTS - AV: so that the capabilities are activated for… for you, in this case, right? Just, well, everybody knows this is public information, but, we had the election of a new GAC chair, Mr. Ian Sheldon, you know, from Australia. He will be in charge of everything

[54:15] MTS - AV: Right after this meeting, you know. And his two-year term will begin at the conclusion of this meeting. That is October 26th, 25th.

[54:31] MTS - AV: 25th, right? Officially. And as I said before, we, we're also welcoming Tiago Daltua from Colombia, who was elected, GAC Vice Chair from the Latin America region. His one-year term will begin at the conclusion of ICANN 88 in…

[54:50] MTS - AV: In Lisbon, in March next year, actually, 2027 — there's a glitch there — which is basically the remainder of Ian Sheldon's tenure as vice chair, given the fact that he was elected GAC chair.

[55:09] MTS - AV: And, okay, so we'll talk about this later on, as we're right at the top of the hour. So at this point, let me just remind you that,

[55:20] MTS - AV: On the one hand, we'll have the very good chance of enjoying Indonesian coffee in two minutes. And right after that, I mean, we'll have a coffee break, a 30-minute coffee break. At 10:30, I kindly ask you to come back for the first capacity building, capacity development session.

[55:43] MTS - AV: Which is, you know, basically aimed at the, you know, the readiness for the next round. And, well, we don't need to repeat the agenda for today. So enjoy your coffee, welcome everyone, and thank you again to the Indonesia government. Thank you, Neil, for your, you know…

[56:01] MTS - AV: For everything you have done so far and for the beautiful place and the facilities and everything else. So we're going to pause here. Thank you so much. Enjoy your coffee.
